The later method is referred to as a debt snowball, and what you do is go ahead and lets say you pay $50 a month towards a $200 debt, and once you pay that off, you shift the payment to the next lowest bill and apply it there. This increases the amount payed and creates a snowball effect, paying more and more for each successive bill you pay off.
